GIMP (as an example) is free.

You can use any image editing program on your computer you like. As long as you make your entry yourself.

You make the sketch in real life and take a photo of it or make it in a graphic design program. Then attach it.

The graphic design program is just an alternative for those who don't have a camera to draw with pencil and paper.
